Coinbase Wins FSP to Build Tokenization Hub in Abu Dhabi

Coinbase received the Financial Services Permission (FSP) granted by the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), which allows it to establish its international securities tokenization hub in the capital of the United Arab Emirates. The license enables the company to manage investment operations and offer custody for the issuance of tokenized securities in international markets.

Under this regulatory framework, digital securities issued in ADGM are fully backed by underlying shares supervised by the FSRA, and verified holders enjoy the full rights of a shareholder, including dividends and voting. This model eliminates the need to create brokerage accounts or correspondent banking relationships: a wallet is enough. Every transfer is subject to sanctions controls and Coinbase can block or seize assets at the wallet level as required by authorities.

Brett Tejpaul, co-CEO of Coinbase Institutional, highlighted that no global financial center had previously built a framework that treats tokenized securities simultaneously as securities, native blockchain tokens, and composable assets in DeFi. This initiative complements the derivatives hub the exchange is developing in Dubai.
