The House Financial Services Committee voted on September 16 to advance H.R. 8957, the American Reserve Modernization Act of 2026, by 28-21. The measure would codify President Donald Trump’s Strategic Bitcoin Reserve framework in federal law, with the committee vote moving the proposal to the next stage of House consideration.
The bill would place federally held Bitcoin acquired through criminal and civil forfeiture under Treasury custody and create a separate Digital Asset Stockpile for other digital assets. The committee adopted a substitute amendment before the final vote, while the legislation would give the reserve a statutory basis rather than leaving it solely under executive authority.
The measure has not passed the full House or Senate and has not become law. The next step is consideration by the full House, after which Senate approval and the president’s signature would still be required for enactment, leaving the reserve legislation dependent on further congressional action.
