U.S. spot Bitcoin ETFs recorded $288.7 million in net outflows on September 15, according to Farside Investors, reversing the previous session’s $159.9 million inflow. Fidelity’s FBTC led withdrawals with $214.8 million, while BITB, ARKB and GBTC also posted redemptions, making the session the largest net outflow since July 13, when the group lost $424.7 million.
The flow reversal came the same day the Senate failed to advance H.R. 3633, the Digital Asset Market Clarity Act. Senators rejected cloture on the motion to proceed by 49-50, short of the required three-fifths threshold, so the vote stalled the bill’s immediate path to floor consideration without establishing that the legislative setback caused the ETF withdrawals.
The next signal will be whether the September 15 outflow develops into a broader redemption streak or proves to be a single-session reversal. ETF flows remain the clearest near-term metric to watch, while any renewed Senate effort on the CLARITY Act would require additional procedural action before the legislation can advance.
