Russian Parliament Passes Landmark Law Regulating Crypto Market, Sending Bill to Putin for Signature

The State Duma of Russia, the lower chamber of Parliamentapproved bill No. 1194918-8, titled “On Digital Currency and Digital Rights,” in its second and third readings. The text establishes a comprehensive regulatory framework for the digital asset market in the country and must now be ratified by the Federation Council and signed by President Vladimir Putin to take effect.

The legislation creates five categories of regulated participants in Russia —exchanges, brokers, asset managers, custodians, and exchange service providers— and sets differentiated limits based on investor type.

Non-qualified investors will have an annual cap of 300,000 rubles (approximately $3,800) for purchases through a single intermediary, while qualified investors will be able to operate up to 3 million rubles annually. The use of cryptocurrencies to pay for goods and services within Russia will remain prohibited, although the bill will allow their use in foreign trade transactions.

Most provisions would take effect on September 1, 2026, establishing a transition period extended through July 1, 2027. According to Olga Goncharova, of the Expert Center for Digital Financial Assets at the Association of Russian Banks, the Bank of Russia plans to issue around 80 complementary regulatory acts before year-end to operationalize the new framework.
