Flowdesk Omega FZE, the Dubai subsidiary of French-headquartered liquidity provider and virtual asset trading technology firm Flowdesk, has secured a broker-dealer license from Dubai’s Virtual Asset Regulatory Authority. The authorization allows the company to provide digital asset brokerage services to qualified and institutional investors in and from Dubai. The notable shift is how quickly Flowdesk moved from preliminary approval to full regulatory authorization, receiving its license only two months after securing in-principle approval in June 2026. The company enters the market backed by investors including BlackRock, Cathay Innovation and Coinbase Ventures.

VARA license strengthens Flowdesk’s regulated global expansion

Flowdesk described the VARA license as a defining milestone in its international expansion. Co-founder and CEO Guilhem Chaumont said Dubai’s regulatory framework gives the company a foundation for serving institutional and qualified clients with the standards expected in a regulated market. The license positions Flowdesk to deepen its institutional brokerage business in a jurisdiction it views as central to regional digital assets. The company had signaled that direction in March 2025, when it raised $102 million and said part of the capital would support expansion plans and new offices in the United Arab Emirates.

The Dubai authorization adds another regulatory layer to Flowdesk’s international footprint. The company is also regulated in Europe as a Crypto-Asset Service Provider by France’s Autorité des Marchés Financiers under the Markets in Crypto-Assets framework. It additionally maintains offices in Singapore and the United States. What emerges is a strategy built around combining geographic expansion with formal licensing rather than entering markets first and resolving compliance later. For institutional clients, that approach gives Flowdesk a regulated base in Dubai while linking its Middle Eastern operations with an established European authorization and offices across other financial centers.

Dubai’s role in that strategy is reinforced by the emirate’s growing concentration of regulated virtual asset service providers. According to the report, Dubai accounts for more than 50% of licensed VASPs in the United Arab Emirates, ahead of jurisdictions overseen by ADGM, the UAE Capital Markets Authority and DIFC. Flowdesk’s license therefore lands inside a market where regulatory infrastructure is becoming part of the competitive landscape itself. With its new broker-dealer authorization, the firm can now target qualified and institutional investors from a fully regulated Dubai entity, extending the expansion plans funded by its earlier $102 million investment round.
