Anoma has activated Governance V2, moving control of the XAN token protocol into a dedicated DAO where holders can propose, vote on and execute changes affecting supply, functionality, treasury and governance settings. The upgrade replaces embedded token governance with a holder-controlled system designed to remove privileged intermediaries from ordinary decision-making. The new framework uses OpenZeppelin’s Governor architecture, introduces vote delegation and begins linear vesting for previously locked balances over three years from September 29, 2026. Locked XAN still carries full voting power, meaning holders do not lose influence while tokens vest across the protocol’s core economic design today.

The voting process is deliberately slow. Creating a proposal requires at least 25,000 XAN, followed by a seven-day review period, fourteen days of voting and another fourteen-day timelock before execution. A successful proposal therefore needs both broad participation and patience, with changes taking roughly 35 days from submission to execution. At least 10% of the voting supply must participate, and “For” votes must exceed “Against” votes. Once the timelock expires, any address can execute an approved proposal, preventing implementation from depending on a privileged operator or committee choosing to act.

Governance Safeguards Keep Final Authority With XAN Holders

The architecture includes an upgrade council, but Anoma says its role is intentionally narrow. The multisig can schedule critical upgrades only if participation falls so low that proposals cannot reach quorum, and its route takes 42 days, longer than the normal governance path. XAN holders remain structurally above the council because they can cancel its scheduled upgrades, replace its members or remove its permissions entirely. The timelock is the only mechanism capable of changing the XAN token, meaning approved actions must pass through a public delay before becoming effective and giving participants time to react.

Governance V2 also changes how participation works day to day. Voting power counts only after it has been delegated, either to the holder personally or to another address, and every proposal is public for a full week before voting starts. The practical result is a governance model where XAN holders control protocol direction while retaining flexibility over how their voting power is exercised. Anoma frames the launch as the point where the DAO becomes operational rather than advisory, with protocol parameters, treasury decisions and future code changes now routed through holder votes instead of builder discretion.
