EU Prepares Full Ban on Crypto Transactions Linked to Russian Entities

The European Commission seeks to ban all cryptocurrency transactions between EU-based individuals or entities and Russian counterparties. The measure aims to block the use of cryptocurrencies to evade international sanctions.

The proposal follows cases in which sanctioned crypto service providers, such as the Garantex exchange, rebranded as Grinex to continue operating. The A7A5 stablecoin network, linked to the ruble, moved $70 billion in 2025. Experts note that the A7 infrastructure and its associated networks keep funds active even when traditional financial channels are closed.

The ban would affect any Russian crypto asset service provider or platform that allows the transfer and exchange of cryptocurrencies established in Russia. The prohibition requires support from all 27 EU member states and could face some delays, as three countries have expressed concerns about its implementation.

Although the ban will increase friction, Russian actors could still use intermediaries, third-country brokers, and shell entities to evade sanctions.
