The CLARITY Act received an unexpected boost when the National Organization of Black Law Enforcement Executives (NOBLE) became the first major law enforcement organization to formally endorse the digital asset market structure legislation. The endorsement came through a letter sent to Senate lawmakers as negotiations over the final text of the bill entered their closing stage.
NOBLE argued that the CLARITY Act “preserves existing criminal justice authorities while adding investigative tools for digital asset cases,” in direct response to those who warned the bill could weaken mechanisms against illicit financing.

The letter expressly highlighted the AML and Bank Secrecy Act provisions under Section 201, the sanctions enforcement tools of Section 303, and the temporary hold authority over suspicious transactions under Section 305.
Support for the CLARITY Act comes at a critical moment. Republican Senator Cynthia Lummis is pushing for the bill to reach the Senate floor before the August recess, with the window running from July 13 to August 7. Republicans hold 53 seats, meaning they need at least 7 Democratic votes to clear the 60-vote threshold required. Galaxy Research estimates the odds of passage this year at around 50%.
