According to a report by Bits.media, the institution argues that decentralized digital assets lack legally responsible entities or backing in real collateral, exposing investors to total losses.

The central bank also warned that the cross-border nature of these currencies facilitates the expansion of dark markets and illicit activities, even where local prohibitions exist.

The logic behind the policy is deliberately compartmentalized. While the central bank rejects Bitcoin or any stablecoin functioning as an everyday means of payment or legal tender, it allows exporters and importers to settle international trade contracts with cryptocurrencies under experimental legal regimes and direct oversight from the institution.
