The European Securities and Markets Authority (ESMA), the regulatory body overseeing financial markets in the European Union, published its 2027 Work Programme, in which crypto assets and distributed ledger technology will serve as pillars of its agenda for the coming year.

The document follows the full implementation of the MiCA framework (Markets in Crypto Assets) and defines the operational priorities that will guide the regulator’s strategy during that period.

Verena Ross, ESMA’s Chair, underscored that the institution will seek to simplify and modernize its market supervision processes through greater use of data and technology.

With regard specifically to crypto assets, the body reaffirmed its commitment to close cooperation with National Competent Authorities (NCAs), focusing on the supervision of crypto asset service providers (CASPs) under the MiCA framework.

ESMA Will Standardize European Crypto Supervision

In practice, this involves standardizing the supervision of crypto assets through new rules and the periodic reporting of sensitive information by CASPs. The body also anticipates that its centralized market surveillance system, MIDAS, will be fully operational in its first phase next year, with the aim of identifying and preventing potential cases of market abuse.

Tokenization features as another priority area. The regulator committed to continuing to issue non-binding guidance and opinions within the framework of the distributed ledger technology pilot regime (DLT Pilot Regime). “Tokenization will remain a priority for ESMA, further expanding the work on the opportunities it can bring to EU capital markets,” the institution stated in an official release.

Prediction Markets Are Under Scrutiny

The body will also pay particular attention to event contract markets, popularly known as prediction markets. ESMA has already warned that many of these platforms fall under binary options regulation and must therefore obtain a license under the MiFID II Directive.
