The committee said the initiative is meant to reduce risks from digital currency used in crime, including laundering proceeds, corruption, and terrorism financing, and it referenced the “digital ruble” in that context. It added that while digital currency is treated as property in some laws, its status and handling are not fully set out in criminal and criminal procedure law, creating friction for investigators and courts.
The post said seizure could be done by taking physical media or by transferring assets to a special address identifier for safekeeping, and it sets a mechanism to place an arrest on digital currency to support potential confiscation or civil claims. Stakeholders will watch for the third-reading vote and any implementing guidance on custody and the special address workflow.
