Russia Panel Backs Bill On Seizing Digital Currency

Russia’s State Duma Committee on State Building and Legislation said it approved for third reading a government-backed bill that would regulate how digital currency is seized in criminal proceedings, according to a Telegram post.

The committee said the initiative is meant to reduce risks from digital currency used in crime, including laundering proceeds, corruption, and terrorism financing, and it referenced the ā€œdigital rubleā€ in that context. It added that while digital currency is treated as property in some laws, its status and handling are not fully set out in criminal and criminal procedure law, creating friction for investigators and courts.

The post said seizure could be done by taking physical media or by transferring assets to a special address identifier for safekeeping, and it sets a mechanism to place an arrest on digital currency to support potential confiscation or civil claims. Stakeholders will watch for the third-reading vote and any implementing guidance on custody and the special address workflow.
