TL;DR
- HTX Research says the 2026 U.S. midterms could reshape crypto legislation, but macro conditions and capital flows remain more important for near-term pricing.
- Its base case expects elevated volatility and selective recovery, with durable gains requiring monetary expectations, spot inflows and policy changes creating executable opportunities.
- The report treats Bitcoin as the macro barometer, while ETF flows, stablecoin liquidity and post-election policy delivery will determine whether any rebound broadens sustainably.
HTX Research says the 2026 U.S. midterm elections could reshape crypto legislation and regulatory oversight, but current macro conditions remain more important for short-term pricing. In its latest market outlook, the firm argues that inflation, financing costs and capital flows will determine whether political clarity produces a durable recovery. HTX treats the November 3 vote as a repricing window, not an automatic bullish catalyst. The framework places Bitcoin at the center of monitoring institutional risk appetite.
HTX Sees Volatility, Flows and Policy Delivery as Key Variables
The report’s base case calls for elevated volatility, divergence across assets before and immediately after the election. HTX says a durable advance would require tightening expectations to stabilize, spot markets to attract renewed net inflows and policy changes to create executable commercial opportunities. Political uncertainty can decline without creating enough demand to sustain higher crypto prices. That distinction matters after the CLARITY Act failed to advance in the Senate, leaving broader market-structure legislation unresolved.

Capital flows support HTX’s cautious approach. Using data through October 14, the report calculated $537.4 million in net outflows from U.S. spot Bitcoin ETFs and about $825.1 million from Ether funds across ten October trading days. Stablecoin market capitalization stood near $303.118 billion in its October 15 snapshot. HTX interprets these figures as evidence that available digital liquidity has not yet translated into broad marginal demand for risk assets. Subsequent Bitcoin ETF flows have remained volatile.
Policy remains another variable, but HTX separates enacted rules from expectations. The report says the GENIUS Act became law in July 2025, while the Senate’s September 15 procedural vote failed to advance H.R. 3633. It points to SEC activity involving custody and tokenized securities. Changes in congressional control could alter legislative priorities and oversight without producing a uniform policy outcome for every crypto segment. That complexity remains visible as GENIUS Act implementation continues alongside market expansion.
HTX expects the pre-election period to remain dominated by rate expectations, dollar moves and ETF flows rather than polling headlines. After results become clearer, any rebound should be tested against spot demand and financing conditions. A sustainable recovery requires capital and institutional support in addition to reduced political uncertainty. HTX therefore presents BTC as the clearest macro barometer, while ETH and smaller sectors require confirmation through demand, revenue quality, compliance pathways and token value accrual.
