Binance has applied for authorization as a virtual asset service provider in Brazil through its local entity, BBrasil, ahead of an October 30 regulatory deadline. The application was submitted to the Central Bank of Brazil on October 23 as the exchange seeks to maintain services for Brazilian users under the country’s new framework. The filing keeps Binance within the authorization process but does not constitute regulatory approval.
Instrução Normativa BCB No. 704 requires virtual asset service providers already operating when Resolutions 519 and 520 took effect to submit the first phase of their authorization request by October 30, 2026. The process requires formal documentation covering corporate control, governance and other regulatory information, bringing existing crypto exchange operators into the Central Bank’s authorization regime.
Binance has also adjusted services for Brazilian users while the regulatory transition proceeds, including restrictions affecting certain products and the delisting of 22 crypto assets. The next milestone is the Central Bank’s review of the application rather than an automatic license grant after the deadline. Binance has said it hopes continued dialogue with the regulator could eventually allow some discontinued services to return.
