Chainalysis filed a lawsuit before the U.S. Court of Federal Claims to challenge the direct award of a multimillion-dollar contract to its rival TRM Labs. The company alleges that the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) favored the company without following the standard competitive bidding process.

The central point of the litigation is a contract worth $94.66 million that ICE awarded to TRM Labs last month. The agreement has a one-year term, from July 1, 2026 to June 30, 2027, and its purpose is to provide analytical support services to DHS’s Homeland Security Investigations division, specifically its National Security Coordination Center and its Cyber Disruption Center.

The Dispute in Court

Chainalysis described ICE’s decision as “arbitrary, capricious, and unreasonable” and asked the court to suspend execution of the contract. The complaint remains under seal because it contains confidential information, proprietary data, and trade secrets belonging to the company, so the public record does not reveal the full extent of its arguments.

TRM Labs has already joined the case to support the government’s position. The court approved a protective order and the briefing process is underway, with deadlines set through late August. Oral arguments are scheduled for September 2 at the National Courts Building in Washington D.C., while the government asked the court to issue a decision before September 10.

The Market Chainalysis Is Contesting

Both Chainalysis and TRM Labs develop blockchain analytics tools used by government agencies to track cryptocurrency activityidentify wallets linked to sanctioned entities, and follow the flow of funds associated with illicit networks. This technology has also been deployed in cases involving state-linked wallets and the freezing of crypto assets.

Chainalysis’s relationship with the federal government dates back to 2015, when the FBI awarded it a $9,000 contract for data software. Since then, its government profile has grown steadily and includes collaborations with agencies such as the DEA and the IRS.
