Scattered Spider Suspect Extradited in $8M Crypto Case

An alleged Scattered Spider member has been extradited from Finland to the United States to face federal criminal charges in Chicago, the U.S. Attorney’s Office for the Northern District of Illinois said July 1. A complaint unsealed in federal court charges Peter Stokes, 19, a U.S.-Estonian dual citizen, with conspiracy, cyber intrusion and fraud offenses.

Prosecutors allege Scattered Spider, also known as Octo Tempest, UNC3944 and 0ktapus, has been tied to more than 100 network intrusions, over $100 million in ransom payments and millions more in victim damages. The complaint says Stokes and likely co-conspirators breached a luxury jewelry retailer in May 2025, exfiltrated data and made an approximately $8 million cryptocurrency ransom demand, which was not paid.

The case now moves through federal court in the Northern District of Illinois after Stokes’ initial Chicago appearance, where he was ordered detained. The DOJ said the action is part of Operation Riptide, while reminding the public that a complaint is not evidence of guilt and that prosecutors must prove the charges beyond a reasonable doubt.
