Scroll Faces Mounting Pressure as It Cuts Security Council and Scales Back DAO

The Ethereum Layer 2 network, Scroll, has proposed dissolving its Security Council and drastically reducing contributor roles within its DAO. According to a statement published by contributor Juan, administrative control of the protocol will be transferred to a new multi-signature (multisig) wallet called “Scroll Admin” within 10 days. This measure aims to cut operating costs in light of what the team describes as unjustifiable expenses in the current structure.

This restructuring occurs in a critical context for the network, with a Total Value Locked (TVL) that has plummeted 96%, sitting at $24 million compared to the $518 million reached two years ago. The departure of key projects like EtherFi to Optimism and recent failures in the gas oracle—which caused overcharges of $50,000 in fees—have accelerated this staff reduction, which will eliminate four leadership positions by the end of April.

While the cut has been drastic, the DAO will maintain a minimal structure with a facilitator managed by SEED LATAM until 2026. The next step will be the validation of this transition by the delegates, as the market cautiously watches whether this zkEVM pioneer manages to stabilize its ecosystem or heads toward definitive operational irrelevance.
