The National Bank of the Republic of Kazakhstan, together with the Ministry of Artificial Intelligence and Digital Development and the Astana International Financial Centre (AIFC), signed three memoranda of understanding with Binance. The official announcement confirmed that the objective of this cooperation is to consolidate a modern payment infrastructure, explore the issuance of a stablecoin, and structure a robust crypto-fiat gateway in Central Asia, actively integrating digital assets into the formal economy.
The alliance marks a decisive transition for Kazakhstan, shifting from regulatory design to the practical implementation of digital financial services. This technical and regulatory integration will enhance interoperability between fiat money and cryptocurrencies, strengthen cross-border transactions, and position the Eurasian nation as the regional epicenter for fintech and institutional liquidity, anchored by the regulatory framework of the AIFC.
As the next step, Kazakh financial authorities and Binance will execute a phased roadmap covering the rollout of licenses, payment infrastructure trials, and the onboarding of virtual assets into the investor tax residency program.
